how does someone use my credit card without it being stolen or lost?

Someone maxed out my conoco phillips gas credit card, and it was never stolen or lost. i just cut it up. Should i cancel all of my credit cards just in case? i have checked all my accounts and only that one was charged.

They either steal the number when you use it at a store, restaurant, gas station, online, hotel, etc. Some use "readers" that attach to the swipe part at the pay at the pump and record your number there. Dispute the charge with your card company.
