Can I have a website removed and the owners of the site arrested for hacking a credit card account?

A few minutes ago, My parents checked their credit card account to see how much money was left on the card, and they noticed a transaction from Elmazad.com for 100.00$ and they have never made a purchase from that site, I was wondering if it'd be possible

You have no power over this at all.

What your parents need to do is call their credit card provider and dispute the charge. The credit card company will take it from there and investigate.
